The best value review relates to the management and operation of the Tyne Tunnels; the vehicular tunnel, opened in 1967, and the pedestrain and cycle tunnel, which opened in 1951. The PTA is currently progressing a major procurement project for the construction and management of a second tunnel. This was largely excluded from the scope of the review although, as an issue which will have a major impact on transport within Tyne and Wear, we considered the extent of progress on this scheme in arriving at out judgements on the service.
