Tyne and Wear Passenger Transport Authority (TWPTA) comprises 15 elected members appointed by the five Metropolitan District Councils of Tyne and Wear.

In partnership with the five district councils of Tyne & Wear, the PTA is responsible for producing the Local Transport Plan.This is a five year plan providing an inclusive and strategic approach to integrated transport in the area. Additionall, the PTA operates the Tyne Tunnel.

The PTA is responsible for operating the existing vehicle, pedestrian and cyclist tunnels under the River Tyne, and sets the Concessionary Travel Scheme as well as fares on the Metro, Ferry, local rail and on contracted bus service. The PTA has appointed Advisers to assist them in promoting the New Tyne Crossing. In due course it will be responsible for selecting and appointing a Concessionaire to finance, design, build and operate the new crossing and the existing tunnels.

After appointment of the Concessionaire TWPTA will remain responsible for ensuring that the Concessionaire constructs the works in accordance with the Concession document, operates and maintains the tunnels appropriately and, eventually, will receive the tunnels back in good order at the end of the Concession.

North Tyneside Council (NTC) is one of the councils represented on the PTA. North Tyneside Council is also a project partner in the promotion of the New Tyne Crossing as it is directly affected by the proposals.

The Adviser is the consortium of consultants appointed by the PTA to advise on the engineering design, obtaining of necessary legal powers and identifying a suitable Concessionaire, in order to ensure the New Tyne Crossing is built and operated safely and successfully. The consortium is led by Arup and also comprises four other principal partners, Posford Haskoning, Pricewaterhouse Coopers , Herbert Smith and Lamb & Edge. The Adviser team commenced work in November 1999 and their appointment will extend until the concession is signed which is anticipated to be at the end of 2005.

The Concessionaire will be the successful consortium who will finance, design, build and operate the new crossing and operate the existing tunnels. The Concessionaire consortium is likely to comprise a number of firms including banks and financiers, designers, contractors and facility managers. The process of selecting a Concessionaire will commence in spring 2004 with the pre-qualification of interested parties for inclusion on a shortlist of bidders. The invitation to submit bids will not take place until the result of the Public Inquiry is known. . The Concessionaire will be awarded the concession for a period of approximately 30 years, at the end of which period, ownership of the tunnels will revert to the TWPTA .

Posford Haskoning is a British firm of consulting engineers and environmental scientists and a member of the Adviser team. Since 1995 Posford Haskoning has been part of the international Dutch Royal Haskoning Group. Posford Haskoning are specialists in maritime and river works and have worked on major projects for over 100 years. On the New Tyne Crossing Project, Posford Haskoning are working closely with their Dutch sister company DeWeger who have an international reputation for the design of immersed tube tunnels. Posford Haskoning working with DeWeger are providing specialist engineering advice on immersed tube tunnelling, river works and tunnelling on both sides of the river.
