Tyne and Wear Passenger Transport Authority (TWPTA) comprises 16 elected members appointed by the five Metropolitan District Councils of Tyne and Wear.  In partnership with the five district councils of Tyne & Wear, the PTA is responsible for producing the Local Transport Plan.  This is a five-year plan providing an inclusive and strategic approach to integrated transport in the area.  It also operates the existing vehicle, pedestrian and cyclist tunnels under the River Tyne, and sets the Concessionary Travel Scheme as well as fares on the Metro, Ferry, local rail and on contracted bus service.  The TWPTA is responsible for delivering the New Tyne Crossing project and has appointed Advisers to assist it in this task.

It has invited bids with a view to being able to appoint a Concessionaire to finance, design, build and operate the new crossing and the existing tunnels.  Following this appointment, the TWPTA will remain responsible for ensuring that the Concessionaire constructs the works in accordance with the Concession document, operates and maintains the tunnels appropriately and, eventually, will receive the tunnels back in good order at the end of the concession period.

Administration of the TWPTA is undertaken by Newcastle City Council.

North Tyneside Council is one of the councils represented on the TWPTA. North Tyneside Council is also a project partner in the promotion of the New Tyne Crossing as it is directly affected by the proposals.

The Adviser is the team of consultants appointed by the TWPTA to advise on the engineering design, obtaining of necessary legal powers and identifying a suitable Concessionaire, in order to ensure the New Tyne Crossing is built and operated safely and successfully.  The team comprises Arup (engineering), Royal Haskoning (marine engineering), Pricewaterhouse Coopers (finance), Herbert Smith and Dickinson Dees (legal), GVA Lamb & Edge (property) and Bradley O'Mahoney Public Relations (communications). The Adviser team commenced work in November 1999 and their appointment will run until the concession is signed.

The Concession to part-finance, design and build the new vehicle tunnel and to maintain and operate all the tunnels under the Tyne until 2037 is operated by TT2 Ltd, a UK registered company owned by Bouygues Travaux Publics (Bouygues TP), HSBC Infrastructure Fund II, and Bank of Scotland Corporate (part of the HBOS group). All three companies have strong experience in Public Private Partnerships (PPPs), with a combined total of 107 PPPs currently in operation, a majority of which are UK-based.
