Proposals outlining the possible scale and configuration of the new tunnel are to be presented by the advisers to the PTA and local councils later this autumn. After months of reviewing all the possible configurations of the new tunnel, advisers will put forward the most viable options for discussion. The PTA and local councils are expected to announce their preferred option after considering the advisors’ reports. These will cover the costs, environmental and social impact of each proposal and the attractiveness of the overall recommendation to potential Concessionaires. They will take responsibility for the building, financing and maintenance of the tunnels. Following the decision on the preferred option, work will commence on preparing an application for an Order under the Transport and Works Act. This will be submitted to the Department of the Environment,

Transport and the Regions. A period of public consultation will follow and, if necessary, a Public Inquiry which would take place in Autumn 2001. At the same time, tenders will be invited for the appointment of a concessionaire. The successful bidder is likely to be appointed at the end of 2002. Review period nears completion
